Sean K. Marston, P.E., is the president of Urban Catalyst Consultants. A native of Tallahassee, he has worked in the private and public sectors. He has combined all his experiences to create a well-rounded and knowledgeable firm in the engineering and construction environment. He has worked all over Florida and Georgia and has permitted projects through many agencies. His motto is, “We do everything horizontally, so you can go vertical.”
Sean is also active locally, serving as the industry advisory chairman for the FAMU/FSU Civil Engineering Department. He is also an active member of Springtime Tallahassee and served as its President during the 2023-2024 year. He enjoys spending time with his family, attending FSU sporting events, and anything outdoors.

William “Billy” Colbert, P.E., is the Vice President at Urban Catalyst Consultants. With extensive experience in the civil engineering field, he has successfully contributed to the design and permitting of educational, institutional, commercial, and residential subdivision developments, which included site grading, utility layout, roadway design, stormwater conveyance systems design, utility systems modeling, and stormwater management facilities design. Billy holds a degree in Civil Engineering from Florida State University and is committed to sustainable design practices and innovative solutions as a principal in the firm.

James “Brad” Begue, P.E., has extensive experience in civil engineering and is a Senior Project Manager with Urban Catalyst Consultants. Brad has successfully provided design and permitting for various projects ranging from a National Cemetery for the US Department of Veterans Affairs to commercial developments. Brad also has extensive experience in residential subdivision development. He specializes in grading and drainage, utilities, stormwater, roadway design, and construction administration. Brad is a proud member of the Tallahassee community always looking for opportunities to give back. Brad and his family love the hometown feel of Tallahassee, and he is excited to offer his expertise to projects that will help the region grow and prosper.

Daniel Simone is a Tallahassee native with over twenty-five (25) years of experience and is well-versed in all areas of civil engineering and design. Working with private developers and public municipalities, Daniel understands project and client needs and always delivers quality products. Working on projects of all scales, Daniel brings his expertise in master planning, stormwater and utility design, environmental permitting, and project and construction management. Daniel’s extensive experience in design and permitting for projects throughout the southeast makes him a valued member of Urban Catalysts Consultants.

Berkley is an experienced Project Engineer at Urban Catalyst Consultants. He has experience working on various commercial, industrial, residential, multi-family, and public projects. He has worked and permitted projects across North Florida, from Suwannee to Okaloosa County, working with local governments and coordinating with state agencies such as FDEP and FDOT. Berkley is a Qualified Stormwater Management Inspector with training in ICPR 4 for Stormwater modeling design. Berkley, a graduate of Florida State University, graduated from the FAMU-FSU College of Engineering in 2019. He completed a two-year internship at UCC starting in 2017 before joining the team full-time in 2019.

Michael Giglio has been with Urban Catalyst Consultants since July 2016. During his time, he has worked on projects within the residential, commercial, medical, and industrial sectors. Starting as an intern, he learned and understood how to become proficient in design and seamlessly transitioned into a project engineering/management role.
Michael is from Tallahassee, graduating from Leon High School and Florida State University. Being able to be a part of the growth and development of his hometown, he always strives to put the best and most cost-effective product on paper. Within his short time in development, he has worked on a number of both large and small-scale subdivisions, standalone retail developments, office parks, and industrial warehouse plazas. Being from the area it means more to be a part of the economic and aesthetic growth of Leon and the surrounding Counties.

Thomas Whitaker graduated from Florida State University in 2021 with a major in History. Working for a local engineering firm after graduating college gave him his start in the land development field, where he learned the necessary components of both the surveying and the civil engineering field. Thomas joined Urban Catalyst Consulting in July 2024 as a Civil Designer. He is bringing his expertise and experience to the Urban Catalyst team. When not working hard to meet and beat deadlines. Thomas enjoys bird hunting, fishing, and spending time outdoors with family and friends.
